Interim Financial Report City of White Plains
July 1, 2004 - March 31, 2005
As citizens, taxpayers and stakeholders you deserve to
have access to the information.  If you elect me, I'll work
to make sure that the City's financial results are no
mystery.  I'll work to get the City to post them on the
City's web site.  If the City won't, I'll post the results on
this web site.
My commentary on the City's 9-month performance:

Sales Tax Revenues (page 1) - $31.3 million, 10.0% ahead
of last year's $28.5 million.  Since the Budget wasn't
broken down for the 9-month period, one can't make a
comparison.  Solution: If I'm elected I would seek to have
the Budget broken to the 9-month period.  Then an
accurate comparison could be made of actual to budgeted
performance.

Debt (pages 6, 8 & 9) - Long Term Debt (Bonds) and Short
Term Debt (Bond Anticipation Notes) total $73.4 million.  
The City's authorized debt limit is $73.4 million.  The City's
population is just over 53,000.  Debt per person therefore
equaled nearly $1,400 per person as of March 31, 2005.

Interest Expense - The City didn't publish the number in
this.  Maybe the City doesn't care how much you and I
have to pay in taxes and fees to cover the City's
indebtedness.  I'll make an estimate.  We had to pay taxes
and fees to cover approximately $2.5 million in interest
costs for the 9-months ($3.3 million annually).
